On "small vessels" say less than 100 tons. You have the stability letter, with max drafts given. I've seen crew boats with an open deck have a stability graph, with weight and height above deck limit, with a M.D.A. "maximum draft aft" for vessels less than 500 tons. It appears the USCG takes into account that most small boat operators do not have the training - knowledge that the upper level license require, and build in a safety factor for this. It would be a good idea to learn the basics even at the lower level..
