B. is the best choice. If you have a stiff vessel of any kind the GM must be relatively large. In the light condition most vessel have their largest KG, so to get a large GM the KM must be very large.

In the light conditon the KB should be no more than 1/2 the draft.
BM = Moment of Inertia of the Waterplane / Displaced Volume.
All things being equal as the smaller the Displaced Volume gets the larger BM and KM will be. This the classic behavior of a vessel in the light draft condition.
